　　一、主要做法

　　自农村党员干部现代远程教育工作开展之初，**县就牢牢抓住“建、管、学、用”四个环节，力求“建出质量、管出效益、学出兴趣、用出实效”,扎实推动远程教育工作深入开展。

　　一是加大投入，严格把关，保证站点基础建设“建出质量”。

　　县乡两级按照“四个统一”的建设标准，成立了远程教育管理办公室，即“统一标准设置领导机构和管理人员、统一购置安装设备、统一建立管理制度、统一培训管理人员”。同时加大财政投入力度，全力支持远程教育开展，截至目前已投入资金60余万元。

　　**县为科学合理的确定站点选址，县远程办对全县行政村进行了摸底调查，详细了解各行政村地理位置、村民素质、集体收入、后备干部、农村中小学远程教育覆盖等情况，并结合村阵地建设计划,反复论证，认真比对、充分征求乡党委意见确定站点地址,确保了终端接收站点建设的顺利开展，并能够起到示范指引作用。同时自始至终牢固树立“质量第一”的意识，县远程办和各乡紧密配合，严格把好三道关：一是严把基础关。结合村级组织阵地建设制订站点建设规划，从阵地建设、网络基础、用电、防火、防盗等硬件要求入手，对接收站点的选址和安全问题进行评估，条件不具备的暂缓安装，短期内无法改善的，及时调整；二是严把监理关。由县委组织部委托建设监理部门进行全程监督，在规定时间内按照统一规格和质量要求进行基座建设。全过程进行严格的质量监督控制，发现不规范的安装操作和偷工减料行为，及时予以纠正。三是严把验收关。站点设备安装完成，由安装施工小组成员和乡主管领导、村党支部书记、村级站点操作员进行自查；在乡自查完毕设备安全运行一周后,由县远程办对各个站点逐一进行检查验收。

　　二是组建队伍，加强培训，推动站点管理规范“管出效益”。

　　建立一支政治强、业务精、作风好的远程教育管理员队伍，是搞好远程教育工作的基本保证和关键所在。

　　在远程队伍建设方面，全县每个乡都确定了一名精通计算机互联网知识、有相关工作经验的年轻干部作为远程教育专干，每个村级站点按照“ab”岗的方式，确定了两名文化程度较高、工作责任心强的村干部或大中专毕业生为管理员和操作员,解决好“有人管”的问题；在骨干队伍的培训和管理方面，县远程办按照“分级负责、分层培训”的要求，本着“用什么，学什么，缺什么，补什么”的原则，对全县各乡的管理人员每年定期进行了至少两次的专题培训，并采取跟班学习、现场观摩、技术比武、技能大赛等多种形式，不断增强培训效果,切实提高远程教育管理员队伍的政治素质、服务水平和操作能力,解决“管的好”的问题。探索建立规范管理机制,全县统一制订了《**县农村党员干部现代远程教育制度汇编》,与站点操作员签订目标管理责任书，将设备管理和教学工作量化，落实责任。开展了“双学双争”和“星级站点评选”活动,奖优罚劣,充分调动其工作积极性和主动性,解决“管长远”的问题。

　　在教学队伍建设方面，与成员单位联系，从全县涉农部门选聘了40多名专业技术人员，成立“远程教育专家辅导团”，定期开展“帮教下乡”活动；在制片队伍建设方面，由县远程办指定专人负责组织协调，与县电视台加强合作，利用县电视台的摄录编设备和视频资料，成立课件制作小组；在技术服务队伍建设方面，以县远程办技术人员为主，乡远程专干为辅,建立了10余人的技术服务队伍，为各站点提供设备检修服务。

　　三是创新形式，注重实效，确保农村党员群众“学出兴趣”。

　　在教学组织方面，不断创新学习形式,提高学习的实效,充分利用远程教育平台，在培训农村党员干部、加强基层党组织建设和助农增收等方面发挥积极作用。

　　做好“储片建库”。从自身实际出发，多措并举，加强教学资源建设,通过上级教材分类保存、成员单位资源报送、党校c级站资源下载、远程教学资源接收、中央频道视频刻录、自主开发“乡土教材”等途径高标准、全方位的储备教育教学资源。并专门投入资金建立视频采集系统，用于采集新疆哈语3套和哈语8套适合本地区少数民族语言的法律法规、适用技术方面的电视节目。力求课件资源常新、课件内容实用，保证农村党员干部群众“喜欢学、用的上、有实效”。目前共收集整理和下载各类vcd教学资源85个、流媒体资源680余个、网页资源420个、文档资料80余份、课件资源220个。

　　做到“多方联动”。整合各方面的人力、物力、设施、资金等资源，把农村各项教育培训工作统统纳入到农村党员干部现代远程教育中，把远程教育打造成一个开放式的平台，形成“远教搭台、部门唱戏、广泛参与、共建共享”的新格局。一是涉农部门参与。推行了“部门组织+远教节目收看+专业人员辅导”的学用方法，组织农业、林业、农机等多个成员单位，充分利用远程教育平台开展工作，扩大教育面，增强教育效果。二是行业协会参与。注重发挥全县现有蔬菜种植、獭兔养殖等多个行业协会的桥梁纽带作用，依靠行业优势，开展教学辅导,起到辐射带动作用。三是示范基地参与。紧密结合“万名农牧民党员能力建设工程”,依托已建成的示范基地,为党员干部群众提供学习实践的机会和场所,激发农村党员群众的兴趣。

　　做到“三个结合”。与农村产业结构调整相结合，提高农牧民种植养殖水平。依托远程教育丰富的教学资源和直观的教学方式，在远程教育站点以“牧区党员流动服务中心”、“远程网吧”、“远程广播”等多种形式，对广大农村党员干部进行各类实用农牧业知识和致富能力的培训,提供农产品销售信息，促进农村产业结构的合理调整，增加农民收入。恰库尔图镇乔山拜村想发展蔬菜种植但技术不过关，通过观看远程教学资源，村民大棚蔬菜种植技术得到很快提高，目前已建成蔬菜大棚20座;与“社会主义新农村建设”相结合，提高农牧民参与建设的自觉性和主动性。按照“生产发展、生活宽裕、乡风文明、村容整洁、管理民主”的要求，充分利用农村党员干部现代远程教育这个新的载体,广泛开展宣传教育活动，让广大农牧民加深对新农村的了解，亲眼看到区内外新农村建设取得的成果，增强其改造家乡、发展生产的自觉性。如库尔特乡喀拉巴盖村村民在村党支部的带领下对全村的道路进行了整修，植树千余株，使村容村貌有了极大改善，受到了县委的表彰，并成为全乡的新农村建设示范村;与农村基层组织建设相结合，提高农牧民党员的思想政治素质。**县将远程教育站点作为促进农村基层党建工作的重要载体来抓，通过教育手段的信息化、现代化把远程教育站点办成党员干部学习政治理论的“乡村党校”，农民群众学科技、学知识的“家庭学校”，提高党员干部群众素质。同时把远程教育与“三日一会”和“民主议政日”活动结合起来，使活动更加直观，增强了党员群众参与的积极性。库额尔齐斯镇也尔特斯村，将村务和民主议政日内容制作成课件，利用远程教育设备进行公开，使群众对关心的问题了解的更加准确客观，受到了大家的欢迎。进行通报，村党支部书记及站点操作员写出书面检查，取消评优资格；达到标准的，县委组织部给予表彰奖励，以此促进远程教育的规范开展。

　　二、存在的问题及原因

　　在**县农村党员干部现代远程教育工作开展过程中,仍然存在着一些实际问题。

　　一是村级站点正常运行缺少必要经费保障。村级站点正常运行,需要设备维护费、网络运行费等费用，开支较大,部分行政村受村集体收入制约,无法提供必要的经费。

　　二是哈语教学资源难以满足党员干部群众需求。中央、自治区两级远程教育平台播出的教学资源,存在一定局限性,哈语类紧缺,紧贴县域实际的较少;加之受人员、设备等因素制约,独立自主开发制片能力不强,难以有效为基层党员干部群众提供适宜的教学资源。

　　三是远程教育各成员单位合力作用需要加强。部分成员单位对远程教育工作认识存在偏差,积极性不高,发挥作用不明显。

　　四是远程专家人才库发挥作用不明显。受诸多因素影响,远程教育专家下基层少,服务形式单一,与远程教育发展整体要求和党员干部群众实际需要,仍存在一定差距。

　　五是学用成果转化慢。受资金、技术等因素制约,一些科技含量高、生产成本大的新项目、新产业不能很快地转化成实实在在的成果。

　　三、思考与对策

　　针对目前**县农村党员干部现代远程教育工作面临的实际问题,我们将对症下药,采取有力措施,建立健全多项工作机制,不断将远程教育工作推向深入,更好地服务于农村党员干部,服务于农村群众，达到“让干部经常受教育,使群众长期得实惠”的工作目的。

　　一是建立保障机制,多方筹措资金。按照县、乡、村三级分比例投入的原则,采取从党费留存、乡财政拨付、村集体经济投入的方法,逐步解决村级站点运行经费,保证站点的正常、高效开展学习培训活动。

　　二是建立联动机制，丰富教学资源储备。在巩固原有教学资源采集的基础上,充分发挥成员单位作用,制定课件资源建设计划,建立课件开发制度。把课件制作任务分配到各乡和涉农部门，各成员单位根据农村基层组织建设和农村经济社会发展的需要，结合本单位实际加大课件开发制作。对一些选题好、内容丰富、教育作用强的优秀课件，除拨给一定的制作费用外，并将完成情况列入年度考核,有效调动各单位课件制作的积极性，加大课件的制作力度。同时与各音像社联系，购买一批哈语教材，充实资源库，提供群众需要的资源教材。

　　三是完善考核机制,激发工作主动性。每年年初下发远程教育和党员电化教育工作安排意见和考核细则,细化各成员单位具体工作细则,明确目标任务,使工作有的放矢,充分调动成员单位的积极性和主动性。

　　四是建立人才工作机制,发挥人才库作用。按照专业不同,组建种植、养殖等“专家人才服务队”,定期深入基层开展巡回服务，做到生产前有培训、生产中有指导、生产后有学习,手把手的传授生产技术，指导群众运用学到的远教知识，帮助群众解决生产实践中遇到的技术难题。同时开展一个专家对口联系一个乡,指导一个村,帮扶一户农户的“三个一”活动,不断丰富远程教育服务内容和形式。

　　五是创新学用活动机制,促学用成果转化。借助“党员互助金”,对发展前景好、示范带动作用明显的新项目和产业,给予必要的资金支持,形成“远教给技术，互助金给贷款;互助金输血，远教造血”的机制;联合专业技术协会,按照“远程+协会+产业”的形式,一方面，利用远程教育丰富的网络信息资源，为专业协会成员和农户提供技术指导、信息发布、销售指引等服务；另一方面，利用协会的组织资源，推动远程教育在引导农民调整产业结构、发展高效农业中发挥更大的作用;依托科技示范基地,采取“远程+基地+项目”的开放性教学方法，一方面组织群众到各类种养示范基地进行看学和实践，另一方面按照“远教知识先进示范基地、再传农民群众、基地示范成功、再教群众应用”的思路,促进学用成果转化。
