三、项目背景Project Background

光明新区在深圳市西北部，是深圳市关键建设新城之一，其功效定位是：深圳关键城市副中心；创新型高新产业基地及其配套服务区；承接香港、辐射东莞生产性服务中心；深港大全部会独具特色生态旅游区；深圳绿色城市示范区。

Guangming New District, located in northwest of Shenzhen Municipality, is one of the newly built city of Shenzhen construction focus. The functional orientation of this district is that it is the important sub-center of Shenzhen Municipality, innovative high-tech industrial base and associated service area, the producer service center of Hong Kong and Dongguan, unique ecological tourism area in cosmopolitans of Shenzhen and Hong Kong, and the demonstration zone of green cities in Shenzhen.

广深港客运专线光明站周围地域在光明高新园区东片区，光侨路以东、计划二十三号路以南、大外环和龙大高速以北，用地规模约270公顷。

四、咨询目标Consultation Purpose

此次国际咨询目标在于经过方案征集，形成高起点、高标准、高品质、可操作城市设计方案，引导火车站周围城市关键地域有序发展。促进火车站周围地域成为推进高端服务业发展平台，扩大绿色新城国际影响力推手，提升高新技术产业带动力新引擎，提升光明新区形象窗口，打造展示绿色城市魅力舞台。

The purpose of this international consultation is to, through scheme collection, build a high starting point, high standard, high-quality and operable design scheme, guiding the orderly development for key areas of cities in the surrounding of the Railway Station, to enable the area in the surrounding of Railway Station to be the platform for advancing the development of high-end services, to be the promoter for expanding the international influence of the new green city, to be the new engine for promoting high-tech industry, the window for raising the profile of the image of Guangming New District and the stage for demonstrating the charm of the green city.

五、咨询内容Consultation Content

（1）秉持国际化视野和前瞻性理念，结合光明新区“绿色新城” 低碳生态建设目标，借鉴中国外高铁门户地域开发建设成功案例，打造光明门户亮点。

Upholding idea of an international vision and forward-looking concept and combining the construction objective of building a low carbon ecological Green City in Guangming New District, create the high light for this district with the reference of successful cases both domestic and overseas on the exploitation and construction of high-speed railway areas.

（2）依据上层次相关计划，深入分析计划区现实状况、相关计划等背景条件，以开阔性、前瞻性视角，挖掘地域潜力，提出应对方法和策略，并确立该地域功效定位，制订系统性发展目标。

According to the relevant planning from the upper level, by deeply analyzing the existing condition of planning area and planning related backgrounds, make the best of this area, propose solutions and strategies, finalize the functional orientation of this area and set systematic development objective with an open and forward looking perspective.

（3）利用优异城市计划理念，结合城市未来功效演变、重大要素影响，在尊重城市计划基础标准前提下，科学优化计划区对应功效结构和用地布局（含南侧山体利用研究），以满足计划区远期发展需求。

On the premise of respecting the basic principle for city planning, scientifically optimize the corresponding functional structure and land-use layout in the planning area (including the application study on the south area of the mountain) by applying advanced city planning concept, and combining the influence of key elements and the functional change of the city in future, to meet the needs of long-term development of planning area.

（4）分析研究公共配套设施计划系统，估计发展需求，论证公共配套设施种类和规模，明确其空间布局及建设要求。

Study and analyze public utilities planning system, predict the development needs, demonstrate the type and scale of public utilities and clarify the special layout and construction requirements.

（5）分析研究高铁站场综合交通体系和片区内外交通关系特征，提出合理内外交通组织方案，构建交通集散体系，为下阶段计划实施提供指导和计划条件依据（已形成路网体系标准上不变）。

Study and analyze the characteristic of the relationship between the comprehensive transportation system in high-speed railway station and the transportation in/out of this area, propose reasonable traffic (in/out of this area) organization scheme, and build transportation terminal system to provide guidance and planning condition basis (in principle, the existing road network should not be changed) for the planning and implementation in the next stage.

（6）空间形态：落实、深化上层次计划中相关城市设计内容对计划区控制要求，分析和研究计划区及周围环境特征、景观特色组成及空间关系，建立计划区整体城市空间结构和城市景观体系框架。并提出关键街区、关键节点、城市形象界面等内容空间设计蓝图，打造高品质门户形象窗口。

Spatial pattern: practice and strengthen the control requirements for planning area specified in the city planning by upper levels, study and analyze the environmental features of planning area and its surroundings, and the spatial relationship of landscape characteristics, establish holistic city spatial structure and city landscape system framework, and propose the spatial design blue print of key districts, key milestones and city image interface, creating high quality image of this area.

（7）地下空间利用：结合地上开发建设及相关交通设施，对地下空间布局提出系统计划方案，包含计划系统、用途、规模等。

Utilization of underground space: Combining the ground exploration and construction and relevant transportation facilities, propose systematic planning scheme for the layout of underground space, including planning system, purpose and scale, etc.

六、设计依据Design Basis

（1）国家和广东省、深圳市现行相关法律、条例、规范要求；

Current related laws, regulations, and standards of Shenzhen Municipality, Guangdong Province and China；

（2）当地域已经有相关计划。

Exiting related planning in area concerned.

七、咨询组织方法Consulting Organization

此次国际咨询采取邀请招标＋开放式征集组织方法进行，具体步骤以下：

Invitation to bid and public sign-up are applied for this international consultation, and specific steps are as follows:

（1）20XX年3月8日公布通告，接收设计单位（不含联合体，下同）报名，截止时间：

Make public announcement?on March 8, 20XX and start to accept registration of design institutes (design consortiums are excluded, same as below). Registration deadline: 17:00 on March 15, 20XX (Beijing Time, same as below)。

（2）3月16日，光明管理局组织教授挑选不超出10家自愿自费参与此次咨询活动报名

On March 16, Guangming Management Bureau organize experts to select no more that 10 registered design institutes participating in this consultation, and notify such institutes by fax or e-mail.

（3）3月17日，召开发标

On March 17, hold bidding documents issuance meeting, distributing bidding documents and organizing preliminary site survey.

（4）3月24日，于招标文件发出后一周内，经过以传真或邮件形式组织答疑。

On March 24, organize Q&A by fax or e-mail one week after the issuance of ITB documents.

（5）5月12日

On May 12, submit the city design scheme results.

（6）5月16日、17日

On May 16 and May 17, hold experts appraisal meeting.

（7）5月20日

From May 20 to July, organize schemes to for further development work.

（8）8月，结果上报市局审批。

In August, submit the results to city bureau for approval.

以上时间可能会有所调整。

The above schedule may be adjusted.

八、资质要求 Qualification Requirements

（1）参与此次国际咨询中国设计单位必需含有计划甲级或建筑甲级资质；

The design institutes participating in this international consultation must be equipped with National Grade A Design Certificate on planning or architecture;

（2）国外设计单位必需含有同类项目经验，并要求在中国境内含有独立办事机构；

Foreign institutes must have corresponding and similar project experience, with independent office in People’s Republic of China;

（3）参与此次活动设计人员应为设计单位在册人员，首席设计师必需由设计单位主持过多项同类型设计项目标人员担任，该设计师必需直接参与设计全过程；

Designers participating in this competition must be registered personnel of design institutes. The chief designers must be those who have presided over many similar design projects and will directly take part in the whole design process;

（4）此次国际咨询不接收联合体报名。

Design consortiums are not acceptable for this international consultation.

九、投标文件要求Requirements of Biding Documents

（1）设计方案必需符合相关城市计划和建筑设计规范要求，满足《招标文件》对设计方案要求，表示方法必需做到完整、清楚、正确；

The design documents must comply with the regulations of related urban planning and architecture design specification and satisfy with the requirements of ITB documents with complete, legible and accurate expression;

（2）投标文件必需签章方为有效；

Stamped Signature is a must for the validity of the bidding documents;

（3）全部参与国际咨询设计机构只能报送一个方案；

Each design organization is allowed to submit only one design scheme;

（4）投标文件必需按时一次交齐，并由主办方出具回执。

All bidding documents must be submitted simultaneously and the organizer will issue receipt verification.

十、文件有效性 Validity of Documents

（1）在要求截止日期前送达、并满足招标文件对投标文件要求，但有下列情形之一者，视为不合格投标文件：

Bidding documents must be submitted before deadline and meet with requirements in the ITB documents. Bidding documents will become invalid once any of the following occurs;

（2）投标文件逾期送达或分次提交；

Overdue to submit bidding documents or do not submit bidding documents simultaneously;

（3）投标文件交付后，更改投标文件内容；

The contents of bidding documents are altered after submission;

（4）合订文本没有按要求签字、盖章；

No signature and seal as requested on bound edition of bidding documents;

（5）投标文件不符合招标文件要求，包含结果内容不全、字迹模糊、粗制滥造等；

Bidding documents do not comply with the requirements in the ITB Documents, including results not completed or produced in a rough way;

（6）投标作品非原创、已经发表过或2/3以上评委认为和其它同类计划方案雷同；

The bidding scheme is not originally created, or has been published, or is verified to be similar with other bidding schemes by over 2/3 of members of the accreditation council；

（7）将设计任务转包或私拉其它机构设计人员完成设计方案；

The design task is subcontracted to or privately consigned to designers of other design organizations；

（8）不合格投标文件，主办方不予支付设计成本赔偿费。

The organizer will not pay the design compensation cost of disqualified bidding schemes.

十一、评审措施 Accreditation Method

（1）全部提交投标文件均将进行结果预审，符合招标文件要求结果方可进入正式教授评审。

All submitted bidding documents will be examined preliminarily and only those complying with requirements of the ITB Documents will be formally appraised by concerned experts.

（2）教授评审采取暗标形式，评审教授委员会对投标文件进行系统评审和比较，评审基础内容为招标文件中要求内容。

The manner of non-transparent bid will be adopted in expert appraisal. The accreditation council will systematically appraise and compare design documents which passed pre-examination. The basic appraisal contents are those required in ITB Documents.

（3）评审工作由评审委员会负责。评审安排多媒体方案介绍和教授讨论。评审委员会在认真研究每个设计单位投标文件和充足讨论比较基础上，以投票方法进行评选。

The accreditation council will perform appraisal. Appraisal includes design scheme introduction and expert discussion. The accreditation council will vote on the base of careful research on bidding documents of each participant and sufficient discussion and comparison.

（4）评审会初步定于20XX年5月16日

Tentatively decide to hold accreditation meeting on May 16-17, 20XX.

（5）评审教授委员会估计将于20XX年5月20日前正式公布教授评选结果。取得第一名中标单位标准上为结果深化单位，不愿深化，主办单位可委托其它单位深化，

The accreditation council is expected to formally announce appraisal results before May 20th, 20XX. In principle, the design result of No. 1 successful bidding institute will be further developed. In case the institute is not willing to further develop, the organizer may entrust other institutes for further development and the successful bidding institute has to give up the copyrights.

获正式邀请单位或自愿自费参与设计单位含有相同机会参与此次城市设计方案征集活动，并于20XX年3月17日14:30-16:00到深圳市计划和国土资源管理委员会光明管理局3楼会议室（观光路办公点）报到并获取投标文件；

3月17日16:00-17:30主办单位和策划/技术支持单位组织现场踏勘和初步答疑。

答疑

20XX年3月24日

各设计单位获取招标文件后，将相关问题汇总形成书面文件，于招标文件发出后一周内，以传真或邮件形式发到主办单位或策划/技术支持单位。

提交竞赛方案

20XX年5

各设计单位须在截止时间前将竞赛方案提交到主办单位。各家设计单位将有相同机会获取对应奖金。

设计方案教授评审

20XX年5月16

主办单位邀请中国外著名教授组成评审委员会，公平、公正地评出此次城市设计方案名次；分数最高者为第一名即中标单位。

公布评审结果

评审结束后一周内

主办单位将经过深圳市计划和国土资源委员会网站公布评审结果，并通知参与此次城市设计全部单位，同时和中标单位签署方案深化城市设计协议。

组织方案深化工作

中标单位深化方案向管理局和管委会汇报，组织教授评审。

结果上报审批

ITB Documents Issuance Meeting and Organize the Bidding Institutes for Site Survey

Mach 17, 20XX

The officially invited institutes and institutes willingly to participate in this consultation at their own cost have same opportunities to take part in the city design scheme collection, and register and get ITB documents at 14:30-16:00 of March 17 in meeting room (office at Guanguang Road) on the third floor of Urban Planning Land and Resources Commission of Shenzhen Municipality Guangming Management Bureau.

At 16:00 to 17:30 of March 17, the organizer and planning/technical supporting units organize site survey and preliminary Q&A.

Q&A

March 24, 20XX

After attaining the ITB documents, the design institutes should summarizing relevant questions into written document and send to the organizer or planning/technical supporting unit by fax or e-mail within one week upon the issuance of ITB documents.

Submit Design Schemes

The design institutes should submit design schemes before the specified deadline. All design institutes have same opportunities to win corresponding bonus.

Expert Appraisal on Design Schemes

May 16 and May 17, 20XX

The organizer will invite domestic and foreign well-known experts constituting an accreditation council to fairly come up with the ranking of this city design scheme. The institute with the highest mark is the successful bidding institute.

Release Accreditation?Result

One week within the closing of appraisal

The organizer will publish the accreditation result on the website of Urban Planning Land and Resources Commission of Shenzhen Municipality, notify all institutes participating in this city design and sign further developed city design scheme contract with the successful bidding institute.

Organize Scheme fur Development Work

May 20 - the end of July, 20XX

The successful bidding institute reports the further developed scheme to Management Bureau and Management Committee and organizes experts for appraisal.

Submit the Result for Approval

August, 20XX

Submit to the city bureau for approval.

十三、奖金及成本费用Bonus and Related Expenses

（1）此次城市设计方案征集活动采取一次性评审确定方法，从符合结果内容要求方案中评出一等奖1名，奖金30万元人民币和100万元方案深化协议；二等奖1名，奖金15万元人民币；

One-off appraisal and confirmation is applied in this city design scheme collection activity. One first prize will be chosen from all schemes meeting result requirements with an award of RMB 300,000 yuan and Scheme Further Development Contract (RMB 1 million yuan. One second prize will be awarded with RMB 150,000 yuan；

（2）正式邀请设计单位所提交设计结果符合结果要求，可取得15万元人民币设计成本费作为工作赔偿，提交结果文件不符合要求，不能取得设计成本赔偿费；

In case the design results submitted by the officially invited design institutes meet the requirements, such design institutes will be compensated RMB 150,000 yuan as design costs. In case the design results fail to meet the requirements, the institutes cannot be compensated with design costs；

（3）非邀标单位没有设计成本赔偿费，在自愿自费参与此次活动前提下，投标发生各类费用自理，但和其它单位含有相同机会取得对应奖金；

No design compensation cost is available for non-invited institutes. On the premise that the institutes participate in the activity at their own cost, all costs shall be born by the institutes themselves. However, such institutes have the same opportunity for winning corresponding awards.

（4）此次国际咨询奖金及设计成本赔偿费将在主办方正式公布评审结果后30个工作日内支付；

The awards and design compensation cost will be paid within thirty (30) days after the appraisal results are officially released by the organizer.

（5）设计单位人员差旅费、设计费自理，以上奖金和费用税金自理；

The traveling expense and design fees of the designers from design organizations will be born by themselves. Taxes levied on the aforesaid bonus and cost fees will be born by design organizations.

（6）以上由主办单位支付奖金和费用均以人民币方法支付。

The aforesaid bonus and cost fees paid by the organizer are denominated by RMB.

十四、版权问题及法律Copyright and Related Legal Issues

（1）全部参与此次国际咨询设计结果设计署名权归主办单位全部，版权归主办单位全部，主办单位有权在设计审定后公开展示设计结果，并经过传输、媒介、专业杂志、书刊及其它形式介绍、展示、评价设计方案。全部投标文件在评审后不退回设计单位；

The right of authorship of all design schemes is owned by the design organizer and the copyright is held by the organizer. The organizer is entitled to publicly display design results after appraisal, introduce, and appraise design schemes through media, professional magazines, books or other forms. All bidding documents will not be given back to the design institutes；

（2）主办单位有权无偿使用国际咨询设计结果，有权使用设计结果中合理要素，有权在评审结束后公布评审结果，并经过传媒、专业杂志、专业书刊或其它形式介绍、展示设计作品及评价设计作品；

The organizer is entitled to apply the design results of the international consultation free of any charge and utilize the reasonable elements in design schemes, announce appraisal results, introduce, demonstrate and appraise the design schemes through media, professional magazines, books, or other forms；

（3）设计结果中全部内容均由参与设计单位原创，不得包含任何侵犯第三者知识产权材料。如发生侵权行为，将由侵权方负担一切后果并取消侵权方参与此次国际咨询活动资格；

All design results must be originally created by the concerned design institutes and are forbidden to cover any materials infringing the intellectual property right of any third party. Otherwise, the infringing design institutes should bear all consequences of infringement and the participation qualification will be also canceled；

（4）主办单位提供全部数据（文字、图纸、电子数据等）均受版权保护。未得授权，任何人不得将内容复制、改编、分发、公布、外借、转让，不然将负担法律责任；

All basic documents provided by the organizer to participants (including texts, drawings and electronic data) are exposed to copyright protection. Without authorization, any person is forbidden to duplicate, amend, distribute, disclosure, lend or transfer the concerned contents, otherwise, he will assume concerned legal liabilities；

（5）公证：此次国际咨询活动将在公开、公正、公平标准下进行；

Notarization: This international consultation will comply with the principle of openness, fairness and justness to ensure legality and justness；

（6）使使用方法律：此次国际咨询规则受中国法律管辖，咨询工作和全部文件使用中国法律。若发生争议，经协商不成时，双方同意提交中国国际经济贸易仲裁委员会深圳分会根据其仲裁规则在深圳对争议进行仲裁。仲裁为终局裁决，对双方当事人全部有约束力；

Governing laws: This international consultation is governed by laws of the People’s Republic of China. Laws of the People’s Republic of China are applied in all activities and documents. If negotiation fails for any dispute, both parties agree to submit such dispute to China International Economic and Trade Arbitration Commission, Shenzhen Sub-Commission for arbitration in accordance with related arbitration rules i
